There are several different cab driver organizations in DC and I don't think they were all behind the strike and none of them represent all of the drivers. The strike is entirely voluntary and undertaken on a case by case basis. Anybody working today simply decided they didn't agree with the points being made by those who supported a strike. The difference between these people and scabs during an actual union strike is subtle, I guess.
