I always thought clean cut was derived from one’s hair and beard. I thought it was more the way that someone kept him or hereself than the feature’s that he or she was born with. I would usually use it to describe men, but could also use it for a woman who kept her appearance neat.
It just occurred to me that I’ve only ever used it in reference to men, and it seems to make more sense that way from a short hair, etymological point of view
